Why would you join a bank that charges a fee to use the ATM ?
Some (maybe most or even all?) banks will charge a fee if you don't maintain a minimum balance in your savings or even checking accounts. Some banks will waive this fee (and related ones like inactivity fees) if you have direct deposit set up, which isn't always an option for people. Banks will also do things like reordering transactions to maximize overdraft fees.
What are the issues with a normal bank account? (apart from potentially hire fees)
The bank cannot charge for this unless you as the customer have opted in. See authorized positive settle negative. US based banks.
Often times banking services like this make money off of incidental fees like balance inquiries that would normally be free, or fees to call an agent.
