I've had some good luck searching for freelancers on elance.com. Look at portfolio's, and if one of them has a style you like and some talent - you can use them as a resource for ideas. I usually have a couple ideas of what I am going for (like the feelings I want to project like "friendly"). I've been able to get some solid designs for $50 bucks. Worst case scenario you don't like it and try something else. I've heard 99 designs is great, but they would cost quite a bit more.
Mostly graphic design work. I pay designers for uncoded website and logo designs, advertising creatives and occasionally small graphics. I used to do the design myself, but I'm not very artistic and a good designer produces better work in far fewer hours, so I'm willing to pay for it. I've run some design contests on 99designs.com and keep in touch with the winning designers for future work, and also met some people through the SitePoint forums.
