Replying to myself - I just tried this and it works as expected. After initial set-up with a Microsoft account, you can create a local account and log in with that instead (and also delete the first Microsoft account too).

I use a local account and windows never bothered me about it.
I just installed it about 5 minutes ago. On the "setup your account" screen, there is no option for a local account. You must login or create a new account. Now, once you go to create a new account, there's a low-contrast option at the bottom to skip this step.I think I'm fairly computer savvy, but had I not searched on how to bypass this, I probably would have set up an MS account. Maybe that’s it. I untick all of the boxes during install and use a local account instead of a Microsoft account.
The "Microsoft account" requirement is a weird one, because when I got a Win 11 PC after the death of my Win 10 one, I tried to set it up with my Microsoft account .. and it told me that this was unsupported on this account, and then it just fell back to creating a local one anyway. Which was what I wanted. No idea how I got into that state, other than the account being very old.
and with MS making sure you have to sign in with a MS account... i dont really see the point of this.
