that kinda issue disappeared a couple of years ago when google started delivering targeted search results. an average user searching for google go will get google's product before any mention of the go language try it yourself, search for things you'd normally search for using an incognito unsigned into tab and you'll get wildly different search results than what you're used to as a developer/designer
It is a reflection on how google views popularity over usefulness.

why do you think this? nothing in the article indicates this, and Google's questionable search results (compared to what they once were) has been a nearly constant topic of discussion for years now

The main problem with google search is that results are driven mostly by interests other than the user doing the search.
Your suggestion implies that Google manually modifies the results it gives to some search queries.
