It's balance of forces. The population didn't rise forever, it won't fall forever. Even at 50% replacement that takes decades to manifest. the world is not in exponential population growth - the rate of growth has been shrinking for two generations. global population decline will happen in my lifetime. the demographic transition happened centuries ago in some countries. fertility rates are falling faster than any of the overpopulation monster-in-the-closet analyses assume, why are you afraid of overpopulation?

It's not actually that unusual for a country to have a shrinking population. Italy, Croatia, Lithuania, and a few other central and Eastern European countries currently have declining populations, as does Japan, some due to ageing and a drop in fertility and some due to that plus emigration. Don't know if you noticed, but in western countries the population is aging, due to a decrease in birth rate/fertility, a decrease in mortality rate and a higher life expectancy, all leading to a sharp decline in population growth.
