Soundcore by Anker Space Q45 Adaptive Active Noise Cancelling Headphones. They are cost competitive, but not perfect.
The Sony WH-1000XM3 Headphone most likely. It's pretty good and there're substantial discount during sales.
I own Audio-Technica ATH-M50's. Way better.
For me, the Bose QC35s are the only headphones I've found to check all of those boxes. Not as inexpensive as I would like, but IMO worth the money.
