You're assuming cars are the only valid transport option. London isn't the US, you can just take the subway or bus instead...
You could get away without a car in London because the public transport is good. Outside of London it isn’t great, depends on where you are - you will probably need a car. London is not a great place for cycling. It’s very congested. I got knocked off my bike every year there. Maybe not as bad as the US but the UK is still a very car centric country.

There's these things called the trains and the tube in London, which are significantly cheaper than driving a car into work in the middle of London every day. The middle class car owner in London is a myth.
Have you ever driven in London? Have you used public transport in London? Moving around is much more efficient using public transport. The underground + a couple of buses take you around everywhere faster than a car.
Those times are inverted in many places, eg London and New York which have a majority of commuting on public transport. Cars are also more expensive due to congestion charges.

You should get away without a car in London. :)
It's the same in London too. Outside the city center nearly all of the 'Cycle Superhighways' are just bus/taxi lanes. And someone driving a 15m long vehicle who has spent the last 10 hours dealing with stupid drivers isn't going to pay as much attention to cyclists as they should.
