I'd be very surprised if this ever gets fixed. I think it's more likely that people just increasingly communicate through different channels as our "phones" become less and less useful as phones. My problem with "surprise phone calls" is that they don't fit in my schedule. With a full time job and two going kids, I am always busy with something. The chance of the call coming when I have 5 free minutes is very unlikely. I am either busy with work, making dinner, putting the kids to bed, etc. I can't just stop those things to talk to someone. This is especially true for calls about something I need to think about... I can't context switch that easily.
How about not answering the phone unless you recognize the number?
If someone wants to talk about something, they should at least call in person. I always hang up on robocalls.
It should say "could you speak up?" People are more likely to hang up if they find themselves yelling at a machine (in a one party conversation).
I stopped answering calls I am not expecting years ago. If it's important they will find a better async way to get in touch.
