Have you seen the streets in lower Manhattan? If they get any narrower there wouldnt be any room for cars. There are also already tons of bike lanes. Most New Yorker's don't drive - they walk, bike, take the train, or taxi/uber. Don't you think if the answers were this simple someone would have done this already?

NYC is very car centric. Just because you don't need a car to go see your friends or run errands doesn't change that. The streets are lined with cars, sometimes double parked, and collisions with pedestrians are plentiful.

In NYC you generally have to move your car twice a week due to street cleaning. No way you could park for weeks without issue.
NYC is a very far way from being a carless paradise. Yes, lots of people walk or take transit. But, especially in Manhattan, many streets are choked for a good chunk of the day.

It's not allowed here in NYC. I've nearly gotten mowed down by people from the suburbs driving into the city not knowing it's illegal here on a few occasions. They also seem to get pissed and honk at me, as if walking around NYC isn't the default mode of transportation.
