Why offer user-based voting if you're not going to honor it?
How do you keep people from "gaming" your vote system?
Does each user have unlimited votes to give to others? Could a small party spend all their time voting for each other and skew the intention of the site?
Depends on what your need is. If you need to alter votes, it's an extremely good system!

If voting abuse was a problem, how about implementing a Heisenberg's Voting Principle... for any given submission you can either click a link to see the votes OR participate in voting, but not both.
Easy solution: make it so that voting costs karma, so individuals only have limited voting power.
This might encourage people to vote only to see the vote total.
It can be implemented behind the scenes by counting certain votes but not others.
