Have you tried OsmAnd? Rather nice, free / open data, offline.
Here Maps is great for offline, unlike Google Maps you can search for POIs and will generate routes offline.
Maps.me. Offline, and much nicer experience than OSMand.

HERE Maps is amazing. Has great offline map support; you simply download the maps you wish to use. Routing works offline as well.
Google Maps and Here Maps both support offline (Sygic is another).
The maps.me app has decent offline support (downloadable regions) although the rendering is a bit garish.
I use OsmAnd all the time for off line directions (don't have data on my phone). Works great!
