This is worrying. Apple have a history of treating developers badly with the App Store. They might start enforcing that rule someday.

Unfortunately, this is not an accurate description of how Apple enforces that particular rule against apps.
Wouldn't Apple remove it from the App Store for non-compliance at some point? That's what they do on the iOS side.
Apple was trying to protect users from an app they allowed in their own App Store? If that were true they would simply have rejected the submission or removed it after the fact.
I thought apple disallow apps like these?
