Yes, and it's a well-known practice of scummy registrars like godaddy.
This happened to us (Weebly) years ago when we had godaddy as our registrar. I highly suggest you transfer your domain to someone competent like Safenames or MarkMonitor.

You should find a registrar that does not engage in this behavior. I use gandi.net. I pay almost twice as much as the cheapest registrars charge but I never have to worry about how they are going to treat me.
