Sometimes the garbage takes out itself.
Very few cities dump their trash bags directly on the side walk for pickup. I can't think of anywhere besides NYC that isn't capable of using a trash bin/dumpster. Pretty sure if the city provided containers people would use them.
My impression is that it's largely from people littering, i.e. _not_ using garbage collection devices in the first place.
I think there is a perverse logic behind removing trash cans: people who usually don't just throw their trash on the street will carry it with them until they find a way to dispose it properly (at home if they have to); people who are prone to littering will usually do it even if there are trash cans nearby. So I guess the percentage of people who will litter only if they don't find a trashcan is probably small enough so the savings from not having to empty as many trash cans outweigh
You can't dump the contents and reuse the bag like the NYC bins.
Don't most cities already provide garbage pick-up?
