Not really, Arch has a package manager.
comparing distro package managers is a ton different than free for all spaces like packagist, ruby gems, pypi, npm, etc.
Uhm... Weren't package managers (APT or Yum, for instance) designed specifically for such thing?
I guess it is because default linux package managers already do a great job.
