Apple have been shipping various pieces of advanced AI in their consumer products for many years already. As the technology has allowed it, they have started moving even larger models to the edge - siri is now available on-device, for example.They have been building dedicated hardware into their devices specifically for this - for years! State of the art LLMs have already been shown to run on ios devices.I very much doubt that apple is behind - more likely just polishing off their next use

I don't think Apple has missed out on much (yet). The best LLM's (e.g. gpt4o, sonnet 3.7) are no where near being able to run locally and still make mistakes.Some LLMs can run locally, but are brutally slow with small context windows.Apple is likely waiting until you can run a really good model on device (i.e. iOS), which makes sense to me. It's not like they're losing customers over this right now.
Wait until Apple announces their deep integration with Open AI.

iPhones can run some AI models on device already. Expect this to change, rapidly.
Good thing Apple Intelligence isn't the most cutting edge technology
Apple will most likely introduce their own API for an LLM-powered Siri which devs can use in their apps. This way, Apple keeps their control and can fully optimize the SiriGPT (or whatever you call it). Very unlikely that Apple would just provide the hardware, good amount of RAM, a framework competing with Pytorch, all out of the goodness of their heart. I use Apple products but I know they're way past the point of doing things just for the sake of fcking doing something awesome.
