Non competes should be enforced symmetrically. If a company won't let you work for another company they can't hire another employee.
This is incorrect. Non-competes are enforceable, and are enforced, in the majority of US states.
Would this also block noncompetes that block you from creating a competitor to where you work or prevent double employment at competing companies?
How about simply not having non competes
Unfortunately many employers use non-competes to prevent this.
