S3 or the equivalent is best, yes.
S3 compatible on-prem storage like minio might work for you
I can recommend wasabi.com, they are a lot less expensive but also offer a full S3 api.
It's Amazon S3, but without the outrageous per query costs.
Why not use Backblaze B2? It's much cheaper than S3.
