Google is not protecting its users privacy, it is protecting their own business. They want everyone's ads to be worse than Google's, so you use Google. Hiding private data from everyone but themselves is part of the plan.

Google's services and google data collection are two sides of the same coin. Make it possible to have google services without the data collection part would expose the actual data collection taking place and worse users could start asking to be disconnected from the data collection since it's now possible.

Google is pretty good at not letting other people see your information. They're not good at preventing themselves from using that information.
