google fi for the past decade has given me exactly this, with top speed data connectivity at $10/GB no matter where.

As data point. You can get "real unlimited data" plan for ~10EUR in baltics
Italy here: I'm paying 10€ per unlimited calls and 60gb/months. Looks like we are cheaper than India!
You can easily get a prepaid SIM with 3 GB of LTE for 10€/month in Western Europe. 5+ GB is possible if you're willing to go with one of the less extensive networks (e.g., Vodafone), or if you're willing to sign a contract (i.e., not prepaid).
There are many places (outside US) where you can get 200MBit for $10 or so.
Also living in austria, paying on €7 for my 10GB per MONTH.
I'm in France and pay 20€/month for a 500mb/s connection with no data cap.
Data rates might be higher to the US. ;)
