No they don't get passed all the time. Less than 5% and only after a long debate, many changes and amendments. This one in particular has no chance of becoming law the way is redacted, not even chance of reaching the Senate.

it's already been voted on and passed. Comes into effect in 90 days I believe.

Hasn't passed the Senate yet.There is an arm-wrestle over a nasty piece of refugee legislation that might see both acts not get voted on today. That means it won't be back in parliament until next year and the government is looking so shaky it might not be in power then so... who knows!

Most important part of the tldr; is this law does not take effect until 2020. Lots of time to be amended before then.

Please note that, the bill is not passed yet. It will go to committee and will be discussed in the parliament again.
