There is a difference between watching 6 second meme videos and full length content.
My guess is the video is too long because absolutely none of them are about the content of the video
I'd kill for YouTube to start recommending short videos again. All I get recommended now are 20 minutes worth of content on something interesting stretched out to an hour long video. The recommendation algorithm seems to prioritize longer-form content, but the result has been creators being pushed to streeeeeetch and that usually means not editing down stuff that ought to be edited out.
Indeed, I would expect it's viewing duration, otherwise we'd see 20 hour videos with 1 minute of content.

This is what youtube shorts should be, not those cutouts from 10 minute video's that stop just 3 seconds to early.
Short form video feed waste our time by design.
It's likely stretched to be juuuust above 10 minutes so that it can be (better?) monetized. I've more or less stopped watching videos of that length due to this.
