One argument in favor of multiple App Stores is that Apple has historically been very aggressive about globally banning entire product categories they dislike or apps that offend the governments of foreign countries. Apple can continue to exercise this discretion without harming consumer choice if they offer sideloading for end users (or at least make their browser more capable, with full support for PWAs and modern web APIs)

In that case Apple fits in your example, not Google, as they don't prevent you to install any other store.
Apple strictly prohibits any apps outside their app store. Google does not. Yes Google abuses their popularity, but it's leagues better than Apple.
You might have a point if Apple did not control the only App store for iOS devices.
That's fine, but why it has to be only app store? why not let other App Stores compete on the same platform, and let the user choose, as we do with browsers ?
