You got more than (I think) 500 karma is what changed. Downvote is disabled for users before that threshold.
You can down-vote after reaching a particular karma threshold.
Downvoting is only available to users above a certain karma threshold, I believe around 500 or so.
You do not have enough karma for the ability to downvote, hence the down arrow is disabled for you.
