You're not entitled to seed funding. However the government does offer SBIR grants of ~225k, from all branches of the government, DOJ, NIH, NSF etc. Odds of getting the grant range from 1/5 to 1/12 depending on the year. With solicitations twice a year.

Why wouldnt you do this when governments are giving out free grants for "innovation". Its a quick way to get couple million $/€ for not much work.

TL;DR - The money available to any one company is small (hundreds of thousands) which means it could only ever be a supplement. Since they are very difficult to apply for, it could be argued you’re just better off to spend time raising money from entities that can provide more capital down the road. Also, traditional capital can be spent on all aspects of the business. However, these grants are generally very restrictive on what the money can be used for.
Applying for government grants?
Finn here and i know the game and company and by no means Im not downplaying what you said but; In general - there are quite a few possibilities to apply for grants and similar monetary benefits from the goverment, municipalities and few ngo's here. And as a finn - I would find it actually miraculous that company such as Colossal Order would have never ever benefited from public funding.
