I would think so. Getting enough buy-in for such a thing could be challenging.
This doesn't account for difficulty of coordinating those thousands of others.
Even assuming they are capable of that (I am doubtful), reaching consensus on the idea seems quite a bit of a long shot. Something likely needs to be done though, somehow.

It's not feasible because of cost and political will.
It is the intention, but the number of moving parts vs manpower available likely makes it hard to deliver on.

I love the idea and really hope it happens. I feel like all the political parties are on the same page in needing this. The problem seems to be more practical or the fear of being the first one to follow through on a large scale.
