You can extradite people who aren't your citizens. He is presumably accused of hacking into US computers.

Extradition typically only applies to things which are crimes in both jurisdictions. Since these things aren't crimes in the US extradition is very unlikely.

I imagine (correct me if I'm wrong) the caveat is that this applies if you're a US citizen or go through US financial infra. Of course, it's not above the US government to attempt to pursue non-citizens for US crimes outside of their borders, the hurdle I imagine would be much higher to extradite though.

Since the US don't extradite even for serious offences You can probably just ignore it and be tried in absentia if caught and prosecuted.You'll have to join the 66% of your countrymen who can't travel abroad however.

Doesn't USA have same extradition treaty with most countries and under Patriot act anyone can be extradited without due process from any of this nations
