Versions older than the latest macOS get updates all the time, I don't see why this wouldn't be the case here

This is not true. I've just got a security update (12.6.5) for a nine year old hardware. Newest is macOS (13) is not supported on this hardware
OS 10.15 goes out of support in October anyway

This can't happen unless you approve it. You can sit on old versions of MacOS for years.
OSX Catalina not supported for those that have upgraded.
