Netflix personalizes rating scores (based on your ratings). Rotten tomatoes should implement that instead.
Maybe they go by rotten tomatoes or imdb scores or it's just whoever runs the site's opinion and that's ok too
Does metacritic not work for this purpose for movies for you? It is what I use to do the things you list.
RottenTomatoes has been rotten for over a decade. IMDB user ratings are much more useful, but still far from perfect.

I find IMDB ratings are often over inflated, rotten tomatoes ratings are much better but not perfect.
Rotten tomatoes just aggregates how likeable a movie is. A more accurate aggregate scoring system will be like metacritic.
If they could show the IMDB rating, it would be enough for me.
