What part about stolen don't you understand? People take reasonable steps to secure their cars, because it's financially painful, but it still happens!

People don't want their cars stolen. Punishing the thieves doesn't undo their actions.
People don't steal cars to keep cars. They steal them to use them in commission of other crimes and then ditched, for joy riding, or for breaking down into parts to sell.Thus, no one is going to come after these people because they won't be able to find anyone to come after.
It's definitely still car theft. They just avoided getting caught.
Most thieves don't have time for that, they'd rather move on to the next car. why would they want to waste all the energy and attract attention? I suppose a crazed methhead might do it.
