This is the problem of the commons in its classic incarnation. If the private offices are shared, pretty soon you will have people either squatting in them or accusing others of squatting.Open layouts are a way to save lots of money per employee. They provide no tangible benefit over private offices that are big enough to have coding sessions in, but they cost a hell of a lot less.
