Hard to imagine how it could be less locked down. What's the alternative?

Not every lockdown entails tracking of individuals.

I would not typify the US as "mostly locked down"

Everything's fine until the government enforced lockdowns start

I know in my area, there was zero enforcement of travel restrictions, zero enforcement of stay-at-home, zero government enforcement of mask wearing (shops generally had to kick people out), and very spotty enforcement of business closures. There was no lockdown. It was totally voluntary, and luckily enough people voluntarily did the right thing that hospitals didn't overflow.

I don’t recall ever being locked down. I have always been able to go out. I don’t remember the grocery store being completely closed. I think maybe there was a week I couldn’t get a pizza. There was a lot of pressure to dramatically reduce one’s exposure to others. Extremely few countries enacted a true lock down. Which is, in fact, why we continue to have a pandemic.

I would argue that in a lot of places, including most of the USA, lockdown didn't really happen. We had these lame, unenforced stay-at-home "orders" which people ignored, mask "mandates" that were openly disregarded and even publicly protested, business "closures" that were unevenly enforced. I think you'd have a hard time correlating anything that happened in the USA in 2020 with a lockdown, since nothing was really locked. It seems like a huge exaggerati

There are many countries where lockdown, daily restrictions, entry requirements and isolation are still normal. This pandemic is global - just because things have improved where you are doesn't mean that's the case for the other 95% of the world's population.

YES! Current lockdown mode proposition of all-or-nothing is inconvenient.
