It's an amazon decision, not a google decision. I've complained to Amazon about this multiple times.

It's the reason Amazon is getting more and more strict on such returns. Legitimate users are punished.
It'd be valuable for you to complain to Amazon when that happens. They probably can't get feedback on a service like this except through complaints like that.
what do you mean? isn't the logistics and conflict resolution of amazon, pretty much best-in-class?
i feel like there's a part of this story that we're not hearing. given amazon's excellent customer service reputation (including my own experiences) it's hard for me to believe that this could happen without there being a reason.
Reminds me of how Amazon would only accept complaints about fraudulent and scammy listings if you'd fallen for the scam.
