Here is a really broad, and hopefully neutral, take on the subject. There is now a popular movement in America that believes the Justice System is too harsh, especially on minor crimes. This is also coupled with the perception that police officers are prone to using force when it is unnecessary, and, that they use deadly force way too often and haphazardly. There is also a huge racial component to all of this, which I'm sure you're probably aware of and I don't want to wade into.<

Maybe look at places where the police is defunded? Reports that crime skyrockets in such places are plenty to be found.
I live in a city with a monetarily constrained police force.It's great. They take the big stuff (violent crime and trafficking in hard drugs) seriously but don't have time to be running BS task forces, procuring military equipment they don't need and sitting around watching for "sketchy looking" people to harass. This same effect has been seen in cities where the police go on "strike" by not proactively enforcing all the petty crime laws that the city makes money on, notably Baltimore.
This isn't Bay Area.Police aren't ineffective, hell they kill unarmed individuals on a regular basis. That's damn effective to ending any form of future crime!
