Interesting, but is there something for spam callers? It's not enough to block them or report them.
I have an app on Android called SpamBlocker. I added a regex rule to deny any call from my area code - like you, I haven't lived there for a long time. I'd 100% recommend this approach.
It doesn't even work for calls. I get robocalls from spoofed numbers about once a week.
I use truecaller to automatically block spam calls, it works very well.

My spam calls are down to 1 or 2 per month after using nomorobo.com for 5 years. It is not direct action as TFA suggests, but it works well for me. Callers reach voicemail, almost never leave messages, and the phone almost never rings. Free for VOIP numbers, $20/year for mobile. Several similar alternatives exist.
I wish there was a way to whitelist known contacts only on my phone, and shunt all unsolicited phone from strangers to a passcode-controlled answer bot.
I got 34 calls before noon a few weeks ago - all of them unknown numbers. I clicked the 'screen call' option or ignored it. One single person left his name and message - an old friend. Everyone else I marked as spam, so the next person may get a warning, and blocked. It works great.
Spam callers rotate the fake numbers they use for Caller ID, so blocking individual numbers doesn't work.
Look into call blocking, selective call forwarding.
