The party refusing any kind of deal are Israel since their goal is annihilation of Palestinians. Hamas were ready from day one for a deal, their goal (contrary to israeli narrative of course) was to negotiate prisoner exchange for the 1000s of Palesitnian prisoners held by israel (including children). This is still their goal along with ceasefire and complete withdrawal from Gaza.

Unfortunately I don’t think he is capable of what you are asking him to do. Remember that the majority of the Israeli population think Israel hasnt gone far enough in Gaza. Yes that’s after starvation and murdering over 30k women and children. The way things are going, the earlier West understands/accepts insustainability of current israel, the less bloody will be the end result. israel could even survive as a Jewish state, but that would require massive diplomatic effort of many forces.
I don’t think Israel believes that there is anyone that could “surrender” on behalf of the Palestinians. Also, given the nature of the conflict, surrender would inevitably lead back to the same problems that started it, which is that Israel cannot annex Palestine without either apartheid or genocide, and regime change is unlikely to lead to a stable two state solution since legitimate regimes haven’t been able to reach agreement in the past.

I am extremely pessimistic on this. Hamas has accepted multiple ceasefire and peace plans so far. The last time this happened Israel bombed Qatar. There was an actual ceasefire this past spring that all parties that Israel intentionally broke.The only real question here is what should the US do if Israel fails to agree to a complete elimination of hostilities within the week? At this point everything else is irrelevant.
