Netflix only streams HD for certain movies and only if your bandwidth is good enough. If your pipe can't handle it, you will indeed be getting DVD-quality video.

IIRC Netflix will limit the quality to 720p without DRM, so that's probably what you are getting.
It's possible that you are limited to lower resolution. Can you confirm whether you can get any of the 4k streams?
Have a closer look at what quality you are getting. It's most likely 480p max, depending on the streaming platform and the licensing deals at play for your region.
