roaming does not always work, or is expensive. when i travel i get a local number. my previous number doesn't even work here despite having roaming, seemingly due to some incompatibility in the network. if i needed that number to access paypal, i'd be stuck.
i to the same whenever i travel abroad -- be it USA (i use t-mobile) or europe (went twice, used o2 twice). it's a lot less complicated.
Countries vary. Travelers buy SIMs when it's easy (e.g. EU). Some countries have more regulation, surveillance, billing or account provisioning glitches.
It could be using a non-US carrier without roaming enabled.
