They're saying the OP is one of the main contributors to the project.
Does Ubuntu developers count as individual contributors or does Ubuntu not help?
You might note that Rust was conceived by Graydon Hoare and now "the community" owns the project, and the creator is no longer involved. Much like Nikolay Kim (who also was a developer of aiohttp for python, a very impressive FOSS record!)
why would you call them a former dev if they are actively contributing huge features ?

Wow, I had no idea those things were maintained by the same guy! That's amazing! Is there somewhere one can contribute to his development efforts? I guess just donate to GNU Foundation?
It looks like it's an in-house project at the Sunlight Foundation, by paid staff. The primary dev (going by GitHub checkins) seems to be Paul Tagliamonte, who is a Sunlight Foundation employee: http://sunlightfoundation.com/people/ptagliamonte/
